This is the OEM-size cutterhead.  The carbide knives are removed after the dynamic balance is completed and boxed separately. After the cutter block is placed into the planer, install the 40 carbide knives to the cutter block. The picture is how the whole assembly looks like, not the status that it's to be delivered to you.
